Gorgeous piece of on sale beadwork on silk tulle from the 1910s to 20s

This could be used to make a dress as the piece is shaped like a dress front and likely was made for the purpose. I doubt if it was ever used but there are a few sequins missing which could easily be replaced with black sequins and there are on sale a few holes in the tulle that would disappear once this was laid over black silk. There is also a hole/tear at the bottom. 13" x 38"
