It is an old tribal jewelry neck-ring, not a new reproduction.

A torc is a distinctive style of choker-necklace that has been worn throughout Asia and the Indian subcontinent for centuries.
This ornate vintage torc was handcrafted with lots colorful beads that were arranged in floral and star-shapes.

This vintage Afghan Kuchi torc is in excellent collectible condition, with a mild wear-patterns and a rich age-patina.
To wear a torc (torque) necklace like this one, very gently pull the ends in opposite directions (one end up, one end down) to make the back opening just large enough to slip your neck through.
Then release it, letting the necklace return to its original shape. Remove it the same way.
Like most torcs, this one was sturdily made and does not bend easily, but it should give enough to put on and take off when done gently.
